Unfortunately, all digital sales are nonrefundable/nonreturnable which is clearly stated at several locations throughout the purchasing process. I link you to the terms of sale here.
I am not currently aware of any time they have made an acceptation to this rule, sorry for any inconvenience.
Where exactly does it say that you need to purchase EGtW in order to get firearms proficiency? Also, proficiency isn't a feat, so I want to be sure that we're responding to the exact thing you're looking for.

Actually, I'm aware of several folks here who have been able to get refunds due to misunderstandings. So, while the official policy is no refunds, they have at times made exceptions. If the OP wants to pursue that, they should submit a support ticket. They do sometimes get backed up, so it might take a while: if it does, please do not submit repeat tickets, as that is part of the cause of the slowdown.
That said, it would be helpful if the OP could be clear about whether they are talking about a proficiency of a feat, so we can make sure they have the right information and help they need, before submitting the ticket.
good old D&Dbeyond at it again huh????

Optional proficiencies are added directly through the sheet and do not require a book purchase.
You click the cog icon to the right of where it says "Proficiencies and Languages"
Then from the '-- Choose an Option --' you select Weapon
Then the firearm you wish to add proficiency for.
You can do this multiple times for multiple firearm proficiencies.

maybe you should refund me for eberron then? if you can tell me how (if it will even be allowed)?

yep because they can screw you over if they say you need a book to buy something and do not explain fully that you can customize it all anyway

This seems more like a user error - your post itself doesn't even understand what feats or proficiencies are.
Maybe if you explained what feat you are talking about it would be easier.
