They have to be making their new character specifically within that campaign. If they try to do it on their own and import the character they won’t have access to your materials until they are actually in the campaign.

Yes. This was a character he had copied then moved the copy into the campaign to edit it. No reason it shouldn’t have worked.

Just what the title says. A player went to make a character in a campaign of mine and can’t access anything but the basic rules...
Is it only that player or is everyone having that problem?

That would be my suggestion. Also waiting a little while might work too. I know I've had similar issues and waiting usually fixed the problem.
