Not all of my campaigns have all my legendary bundle content available for content sharing. I am able to see this when I go to content management for the campaign. I have toggled campaign sharing off/on a few times. No change. Advice?
When you say you can see it when you go into content management, do you mean that the list of sources is different for each campaign? If so, make a note of those sources that are missing in some campaigns but show up in others. Then go to your account page (https://www.dndbeyond.com/account) and click Marketplace. First, check the "account entitlements" section near the top: if it says you need to sync, do so. Then scroll down the page to the "Current Product Licenses" and check to see if those "missing" sources are listed there. if they are, see if syncing entitlements (perhaps with one more turn off/on sharing) fixes things.
If the missing titles aren't listed there, think about when you bought the legendary bundle (and or other items) and when the missing titles were released: if they are titles that were released after your legendary bundle purchase, you won't "own" them unless you purchased them separately after their release, but someone in the various campaigns may have them, and that may be why they are showing up in sharing.

Content sharing shares all owned content from everyone in the campaign with everyone in the campaign. So if you don't own some of the latest books - but one of your players does - then it's being shared by them - which means you can access them.

You "own" anything that was part of the legendary bundle at the time that you bought the bundle, but not anything that was added afterwards unless you specifically purchased it. For example, someone who bought the LB at the end of 2019 would have all the books/sources released through that time, but would not own Explorer's Guide to Wildemount, Tasha's Cauldron of Everything, Rime of the Frostmaiden, or Mythic Odysseys of Theros, not unless they bought them separately, at a discount since they own the LB.
I created a campaign and the content sharing button did not appear. Is there a limit to the number of campaigns you can share across? thanks!
