I want to make a bugbear barbarian that gets an extra tile range to attacks as a racial trait. On top of that, path of the beast gives you a tail weapon when you rage. all this combined, i want to use the climbing provided by the level 6 feature allowing you to climb ceilings with basic movement speed. would there be disadvantage to attacking enemies below and do you get 15 feet of reach with the bugbear and barbarian combination?

you would not get 15 feet of reach...
bugbears get 5 extra feet because "long limbed" their arms are just longer. (its any limb)
the tail is 10 ft long as it is stated in the path of the beast. (wouldn't matter for long limbed so thats longer)
and you're hanging from the ceiling by your hands. 5 feet from the ceiling and the height of the average bugbear plus the reach of the tail.
For the campaign where there is a ceiling that is 20 feet or less off the ground at all time that you can hang from the ceiling with your bare hands as a barbarian by, yes.

I stand corrected- it does not specify which limbs.
you could potentially attack a target from 20 ft above it on a ceiling, in that niche scenario, by hanging down 5 ft and whacking it with your 15 foot tail. Then, just do a pull-up back up the 5 ft, to be 20 ft out of its range.
