It's the best, unless you want healing, or skills, or to boost your party. All the domains are good (well, except maybe Trickery). The reaction is good but doesn't scale with level. The lightning domain power and thunderbolt rider are hindered by having next to no lightning spells. The extra damage on attacks is the same as other martial domains.
Tempest is a great domain, but it's not OP compared to the norm.
I've been playing a Tempest cleric for most of this year. So far it's been a blast, but it does seem the domain is a tad OP. That could just be the luck of the die at times, but being able to max damage with channel divinity has been an easy out for certain situations.
The fact that Wrath of the Storm doesn't level is a bit of a pain, but it's still a useful skill for some extra damage.
I've actually been looking forward to making a Storm Cleric... I thought about taking 2 levels of both Cleric and Storm Sorcerer... and figuring it out from there. Although I'm personally more enamored with Wizard then Sorcerer.

Hellish rebuke, but with smaller dice and a lot more utility.

But I'm sure you could build one to be pretty scary. I'd been meaning to make one for the longest time, where they'd be a tiefling. Hit level 3 and get that daily hellish rebuke, maybe even grab a second casting of it with magic initiate at 4. Throw yourself into the fray and rebuke foes all day long.
Its a pretty strong option, but not exactly overpowered. People are dealing more damage both magically and martially than the Tempest cleric, and a war cleric's buffing across the entire party is nothing to sneer at either.
I'm sure that I am not the only one that has come to this conclusion, but the Tempest domain is OP AF.

I see what you mean. And I can see why a party would want a life or war domain cleric more than a tempest.
