Generally, I would go Lliira, goddess of joy and celebration. You could also make a case for Corellon (notoriously chaotic and pleasure-seeking) for an elf or some of the dwarven deities for a good ale-swilling dwarf. Or make the drinking separate from the domain: they drink because they secretly don't believe, etc.
He doesn't need to have the drinking connected to his domain. My current character is a Dwarf Cleric that has his own brewery business and often offers NPCs samples to get him to trust him. It's completely separate from his religion and is just another part of his character
I would say best Domains would be Nature or Tempest. Nature for some God of festivals and beauty, like the Roman Bacchus. A sort of chaotic good love of life and all the (alcoholic) splendours that nature provides. Tempest for some Norse-feeling storm God, like Thor. Chaotic neutral type, heavy drinking helps free the mind and link you better to the Storm (plus it's good practice for an afterlife spent in the eternal drinking hall of Valhalla).

For the Symbol i made myself a Mace that looks like Thyrsus, i think it's really a good fit for a cleric. And the best thing is I rolled a 5 for Dex... it's really fun ^^
My life cleric's flaw is that "I am always at least a little bit drunk", and chose the deity Lliira, as my character is more of a jolly, red nosed, little guy, who's ready to propose a toast to good fortune and cheer. He's a really positive, upbeat kind of guy, who just prefers drinking (and brewing) ale to water :)

Thank goodness this is fantasy, as that state is highly unlikely in the real world.
Pretty much any dwarf god would work. According to the R. A. Salvatore books, at least in Forgotten Realms, dwarvish holy water is literal ale, and there's one scene where Bruenor and a Cleric get drunk on it while preparing for a wedding.

I have a PC that wants to be a cleric who is drunk whenever he can be. Any ideas for deities and/or which domain for such a character?

I second the dwarf suggestion. Pick the Forge domain and be the ultimate dwarf cleric!

not a mention of Olidimmara, God of rogues and potent fluids? Doesnt really fit the 5 dex but I love being a stealth cleric

My cleric is a follower of Umberlee, Goddess of the sea. He feels uneasy on dry land so he drinks to make the world feel like being on the high seas.
