The Pricing FAQ explains how the purchase model works - note you can part-purchase just the domain you want for example.
Also worth noting that OrcPub will be removing all domains except Life domain, later this week, as they also need to comply with Wizards of the Coast licensing.
How do I chose tempest as a domain?

When I build a cleric it will only let me pick life domain. I want tempest. How do I fix it?
