I am like 90% sure I know the answer to this option 1 but am looking for another opinion. If I have expertise in Survival and am in my favorite terrain, say Forrest. Which is the correct score - assuming a Wisdom modifier of +3 and a proficiency of +2
1) 3(wis)+4(expertise) + die roll
2) 3(wis)+4(expertise) + 4(favorite terrain) +die roll
I would say no, it would act like you had expertise if you did not already have it. Your DM may allow you to get +6 (2 proficiency, 2 expertise, 2 favored terrain). So you would essentially get 3x proficiency modifier. Actually thinking about it, it does not say it grants you expertise explicitly so I would always go with the 3x proficiency modifier while in your favored terrain.

You can't double your proficiency bonus more than once. From the rules:
Your proficiency bonus can’t be added to a single die roll or other number more than once. For example, if two different rules say you can add your proficiency bonus to a Wisdom saving throw, you nevertheless add the bonus only once when you make the save.
Occasionally, your proficiency bonus might be multiplied or divided (doubled or halved, for example) before you apply it. For example, the rogue’s Expertise feature doubles the proficiency bonus for certain ability checks. If a circumstance suggests that your proficiency bonus applies more than once to the same roll, you still add it only once and multiply or divide it only once.
