goal is 5 ranger and 15 rogue, Currently have survived to hunter ranger 5/ rogue 2,
That was my original plan for Ryder, but I think at level 10 I will take some dips, then finish off the last 3 levels of Rogue...we are level 6 at the moment, so I just got my second attack.
Yes, Slayers Prey seems like a weird version of Hunters Mark, but only Monster Hunter has it, having Hunter Mark as is means I never concentrate on anything else.
My idea is make hunter’s mark a cantrip but keep the concentration. That way you don’t “waste” it by casting other spells and it avoids overpowering stacking of spells. This also simplifies it a bit as you wouldn’t need the part about transferring targets. If you want it on a new target just cast it again. Since it’s a cantrip you wouldn’t have to worry about losing a spell slot.

That is an interesting way to do it from a resource standpoint you can cast it as often as you want, but it still fails to address the larger issue in that casting almost ANY other Ranger spell of value drops your mark, but I could see testing this approach and seeing how it plays.
The way I look at it is that a Ranger's different spells work especially in different situations. For example, my level 2 guy has two somewhat similar spells, Hunter's Mark and Zephyr Strike. Going into a fight at full health, I'm going to try and keep HM up as long as I can for max damage. However, if things go sideways and I find myself below half health, my concerns will be less on offense and more on defense. So I'll drop HM in favor if ZS's free disengage for a minute and dart around, hopefully staying out of reach.

leaving you with 0 spells to cast until a long rest.

That's more of a hazard of low level play than too many concentration spells.
I think its fine, and actually a good thing that most of Ranger's signature spells are concentration. They are/should be more martial then spell caster, what i think they should could get is maybe a bit more emphasis on that aspect of the character. They should be slashing/ slinging arrows more then spells, thats what druids are for.

I don't think anyone is arguing they shouldn't be a martial character first, I think most people are just of the opinion that by making basically everything they do concentration including Hunters Mark you basically only ever use HM, everything else is situational and if they had some more options, maybe people would use more spells than they do.
I think hunters mark should be a class feature that doesn’t require concentration. Bring it online at 2nd if you must, just like spells. Make it scale but lower than sneak attack does.
Today it takes 1) a spell slot, 2) a bonus action, and 3) concentration - that is a whole lot to pay for essentially a level 1 rogue sneak attack with a tracking ribbon.
So you add 1d6 or even 2d6 by that point to lightning arrow’s 4d8 once you get to level 11. Not overpowered.

Well Wizards added concentration free hunters mark in the UA and effectively a revised ranger with it
I'm playing my third character ever and its a Ranger. I feel like, at level 3, without concentration, the spells avalible would output too much power in combat,

Yeah, if they had spell slots like a full caster, but with as few slots as you get you really aren’t doing much, and most of their “concentration” spells are one shot and its done.
I've never really needed to switch spells mid-combat. Rangers have 'range' in their name for a reason. I can do fine just using hunter's mark and ensnaring strike.

My strongest Ranger benefited from the use of spelled arrows via a cleric placing them on the arrows with Glyph of Warding papers tasked with starting the spell once the arrows hit or landed. I essentially gained a level of Fighter Arcane Archer without needing to multi-class. I wish WotC could create a Ranger with that kind of ability, but nerf it so that you can only use spells from a certain class. I think that could be a very interesting build.
I don't have a problem with the ranger's spells competing for concentration. I do mind the very limited spell list. I think that there should be some more useful non-concentration spells.

Any time an unfathomably powerful entity sweeps in and offers godlike rewards in return for just a few teensy favors, it’s a scam. Unless it’s me. I’d never lie to you, reader dearest.

I think part of the your issue then, is with the identity of the class and the design philosophy of 5e. B/c most of Ranger magic (minus the weapons-focused ones) tend to be spells from the Druid list, we're naturally going to have a problem w/ concentration spells being the source of powerful effects. If you look at the Druid list, pretty much all their powerful spells (not counting current UA content) are also concentration.
It's not just powerful stuff; but yes. I'm not a massive fan of what druids get either. Ranger is a hot mess of fail as far as what 5e made it out of the box in general, which is why the current UA exists.

Hunters mark as a class feature would be almost identical to the monster hunters feature.
