To be honest, I think when they designed it, they felt they were giving something of value to rangers. The good part about concentration is that you can save firing the spell until you get a hit. The cantrips that are based on melee attacks (that were not even out when the PHB was published) are lower risk given they can be cast repeatedly, but there wasn’t anything in the game where you could use a successful hit as a trigger that I know of.
I just think, as has been said and has been offered via the variant class features, that Hunters mark should be a baseline ability that can be done Wis Bonus times and doesn’t require concentration. It just seems right. That way, you could layer it with those other spells.
