My mistake - I guess I'm asking if a reaction happens on someone else's turn, or as a feat - it could trigger Sneak Attack, as long as you didn't use a second one during your OWN reaction, if any...?
It's very simple: you can use Sneak Attack once per turn. It doesn't matter whose turn it is.
You'll normally get one or two chances to attack during your own turn, and maybe one chance using your reaction on someone else's turn. You're unlikely to be able to or want to use your reaction to attack on your own turn, and as far as I'm aware there's currently no way to attack on someone else's turn without using up a reaction, or to attack more than once with one reaction. There's also no ways to get additional reactions unless you're an 18th level Cavalier, but even that is very situational and only leaves you with 2 levels to spend in Rogue.
Haste only grants an additional action on your turn, not an additional attack for Reaction (on anyone's turn.)
You can get one Sneak Attack using the action from Haste and use your normal action to Ready an attack on another creature's turn for a second Sneak Attack.
Getting two Sneak Attacks in one round always requires spending resources (e.g. the Haste spell, Battle Master's Commander's Strike maneuver) or meeting specific criteria (e.g. the reaction from the Sentinel feat) and always uses up your reaction. It doesn't break anything.
If a way to attack on someone else's turn without using a reaction got published, then I'd worry.
Or, apparently, you CAN get 2 opportunities to use Sneak Attack, as posted above...
If you're still in the basics stage, don't fret about all this extra detail. Play the rogue in whatever way is fun for you, and as you get more accustomed you'll find that there are all these opportunities.
For myself, as far as optimizing the repetition of sneak attacks I feel like it's more useful to ensure you get at least one sneak attack every round rather than trying to get an extra sneak attack each round. This might not end up being the case, but it seems to me that an Inquisitive Rogue's features would allow them to get off more sneak attacks per combat than any focus on off-turn sneak attacks. Not to mention that inquisitive will eventually have higher damage to their sneak attacks, which could mean that the inquisitive at least deals more sneak attack damage per combat.

What about a dual wielding Swashbuckler?
What about them? Nothing about them being a dual-wielder changes anything that's been discussed.
Ok this is where I see an issue to quote the PHB pg.96 "Once per turn, you can deal an extra 1d6 damage" when holding a reaction for an attack you aren't taking your turn your spending your turn to ready a reation (PHB pg.193 "You can ready a reaction on your turn") so in relation that means that rouges when hasted can only deal sneak attack damage ONCE per round, Please respond if you have any objection legitimately curious to see if im wrong by this.

On your turn, hasted Rogue uses Hasted Action to attack with Sneak Attack. Then Readies the main turn action to attack again out of turn using reaction using Sneak Attack if it qualifies.

On your turn you attack for sneak attack if qualifies. On enemy's turn they begin to move away, triggering Attack of Opportunity which may include Sneak Attack if it qualifies.

The Sneak Attack description specifies that you can use the feature once per turn, but it’s not limited to your turn. The feature also doesn’t limit the number of times you can use it in a round.
You sometimes get a chance to use Sneak Attack on someone else’s turn. The most common way for this to happen is when a foe provokes an opportunity attack from you. If the requirements for Sneak Attack are met, your opportunity attack can benefit from that feature. Similarly, a fighter could use Commander’s Strike to grant you an attack on the fighter’s turn, and if the attack qualifies, it can use Sneak Attack. Both of those options rely on the use of your reaction, so you could do only one of them in a round.

The key thing to note there is once per TURN (not round).
I've never seen a rogue gain more than two sneak attacks in a round in practice, though theorycrafting you can get up to 4 or 5 I think.
Most common is getting to use reaction for a sneak attack on a target that has incurred an attack of opportunity (note that the attack still needs to qualify as being valid for a sneak attack).
How do you get 4 or 5? You'd get one on your turn, and once on someone else's turn which takes up your reaction, which you wouldn't get back until your turn comes around again. And then a 3rd as a Bonus Action if you're a 17th-level Scout. Where are you getting the 4th and 5th from?
A lvl.17 thief can get 4 sneak attacks in the first turn of combat because they get 2 reactions from their 2 turns.

Correct, you can only use Sneak Attack once per turn, the only exception being a Rogue Scout once they get their 17th level ability. You can get it on another turn in the same round by using your Reaction to make an attack, whether it's from making an Attack Of Opportunity, a Battle Master in your party using Commander's Strike to grant you an attack on their turn with your Reaction, or a similar ability.

Wow, this is tricky.

Not sure what you're trying to get at. I never said you couldn't get 2 Sneak Attacks in a round, just not 2 in the same turn.

Mainly, I'm trying to understand the basics. Looking to dip into Rogue, so I want to make sure I can do it right.

Step 2) acquire the serpentine reaction demonic boon from a marilith
