Hypothetically, a level 17 sorcerer is in possession of a Wand of Lighting Bolts. As there Action they use all 7 charges to cast Lightning bolt at 9th level aimed at lets say a chicken .... Dont ask.... it was mocking them ..... Then as a Bonus action they use Quicken Spell to Cast Lightning Bolt again at the 9th level at the same chicken ...
A level 9 Lighting Bolt would do 14d6 Lightning Damage .... so two would do 28d6 light damage ... 100 Pts of lighting damage against said chicken.
Is this logic faulty? A wand counts as a use an item action not as a cast a spell right? and there is no limitations on the level of a spell that can be cast as a bonus action with quickened if the action wasnt used to cast a spell ?
I would think that Quicken spell may only work on spells you specifically cast. It mentions having spells slots, and says "A quickened spell uses up a spell slot four levels higher than the spell’s actual level." Which makes me think that might be the restriction. Maybe it's just up to the DMs discretion.
At the very least, it probably wouldn't cast another 9th level.

This checks out. Inquisitive is right. Casting a spell with an object is neither the "Use an Object" action or the "Cast a spell" action, but it does mean you have cast a spell for the turn.

So as an action, you use a want to use the Use Object action, dumping ALL THE CHARGES into a huge lightning bolt.
As a bonus action, you cast a quickened Lightning Bolt, using a 9th level spell slot.
Yea, that checks out. Poor chicken (and anything else in the line of the lightning bolt!)
One small point: the average damage for 28D6 is actually 98 damage.
