Your mastery of the magic within you has grown and you no longer consume spell slots when you cast 1st level spells at first level. Casting a 1st level spell at 4th level will still consume a 4th level spell slot As well, on a Short Rest, you can recover SP instead of HP, a maximum of 2 d8 per Short Rest to a maximum of 4 d8 between Long Rests.
I allows recovery of SP on Short Rests, adds SP to the overall pool by allowing all 1st level slots to be converted and demonstrates a deeper mastery of their innate gifts, akin to the Wizard's intimate understanding of certain spells. Allows the Sorcerer to really open up and blast using Metamagic at will and more freely, while making some possible utility spells more accessible and frequently used.
It basically makes all of your 1st-level spells into cantrips, though… but I suppose guiding bolt (for a Divine Soul) at will isn’t that much better than fire bolt (at levels 17+) anyway. It’s definitely superior, but not by a ton. Chaos bolt (isn’t it funny how many spells end in “bolt?”) at will would be kinda fun…. Might be a little OP though.
I would maybe remove the other thing about being able to regain 2d8 SP on a short rest, though. That’s honestly a decent capstone by itself, though it’s boring for a level 20 ability. 2d8 is so much better than 4 that what you suggested is basically two capstones stacked on top of each other.

At 17th lvl grant them spell mastery with their 1st - 3rd lvl spells. This allows them to burn their 1st-3rd lvls spell slots for additional sorcery points allowing them to really dig deep into their metamagic.
I would do this at 18th level and move the 18th bloodline power to 20th level thus being the new capstone. Some of the 18th bloodline powers might need to be re-balanced.
Honestly this combo is an excellent solution, going with subclass specific capstones incentivizes single classing sorcerer more instead dipping two levels in pally for smite,fighter for action surge or warlock for short rest slots, since there is no reason to reach 20 as oppsed to 18 for subclass capstones.
now the current capstone may be bad, but it is still orders of magnitude better than a 2-level dip into warlock if all you want from it is short rest resources. 4 sorcery points per short rest can give you either two 1st level spell slots or 1 2nd level spell slot, 2 levels of warlock is a mere 2 1st level spell slots that may or may not be convertible to half the relevant number of sorcery points depending on how your dm interprets the rules.
You're not wrong but that two level warlock dip still gives more in the form of eldritch invocations(one more than eldritch adept) while providing a similar function to the class capstone.
Honestly if capstone was equal to half your sorcerer level it wouldn't feel as underwhelming.
yes the warlock dip still grants those sweet-sweet invocations, no denying that if you are doing the whole 2 level dip for antagonizing blast or any of the at-will spells or if you are doing it for any of the 1st level warlock powers as well, then it might be worthwhile, but if you are in it for the short rest slots alone, then it is not well for one at 20th level you are not gonna have any more levels you you might as well just set it to 10, and then the question would be if it suddenly gets too good. That's 240 sorcery points (or 34 individual 5th level spell slots that you convert them to) you can obtain in a single 24-hour period, which means that any celestial sorcerer or clockwork soul sorcerer with greater restoration suddenly becomes an amplified cocainelock tjat can spend a week of downtime to get 240 spare 5th level spell slots that can then be reconverted to sorcery points when the need arises, such as using them all to get yourself an army of tiny servant's under your control for a short while during the final battle or whatever. But honestly that just makes this suggestion even better, even more reason to use it as the "official" fix, it is simple, it is direct, it is strong and it allows the sorcerer to use metamagic more indiscriminately

cantrips already start to outpace 1st level single-target damage spells by 11th level (look at chromatic orb for instance) and the wizard can already use a single 1st level spell and a single 2nd level spell at-will at no cost since 18th level, plus by this point you are probably going to be using spells of 2nd level and up for most combats in an adventuring day anyways, so it's not like this will make an significant difference. The real balance breaks come not from being able to cast chaos bolt at-will, but rather from casting the humble shield at-will or giving your army of undead zombies mage armor for free
original feature up there still has some issues, mostly with it's wording and how ******* vague and obtuse it is. Just remove the line about 4th level slots, it is too confusing and the meaning it is trying to convey is still understood via the text, the wording on short rest regain should be changed to something more along the lines of "when you finish a short rest, you can forgo spending any hit dice to instead regain sorcery points. Roll any number of d8's, to a maximum of 2, and regain lost sorcery points equal to the total. Once you have rolled 4 d8's in this manner, you cannot use this feature again until you finish a long rest". This wording still ain't perfect, but it shure is way better than whatever that was.
Honestly something that might merge the intent of this feature and the other one i am refering to would be a feature letting you spend hit dice to regain sorcery points, 1 sp per hit dice. A max of 10 sorcery points per rest, 20 in total, with each comming at some opportunity cost in regards to regaining less hp. Alternatively it might be 3 sp per hit dice or even 1d4 sorcery points per hit dice. Just spitballing here, would give similar numbers or even greater numbers than before but comming at some step cost and also preventing cocainelock builds from just becomming universal by 20th level

i am soup, with too many ideas (all of them very spicy) who has made sufficient homebrew material and character to last an thousand human lifetimes

I say half your sorcerer level because as a class capstone its not still not that impressive, but making it an 18th level ability and letting the class capstone be tied to the Subclass capstone is not only more appealing but thematically appropriate too.
