My character was bitten by him, but instead of turning into a full vampire spawn she found a way to stop the transformation and learned to use the power (Undead Warlock) as her own.
Celestial Warlock- Patron is a chain smoking, continuously half buzzed talking Pegasus that keeps himself invisible except to my warlock. As a result of me “talking to myself” and constantly buying booze and cigarettes, the party is unsure if my patron is real or I’m just an alcoholic lol.
They need rules on how to create a patron for the DM.
What abilities they have and how they gain them. What abilities they can pass on and how they gained those.
I would like my character to work towards becoming a patron for another character.

One of my warlocks is a member of a rebel group intent on replacing the government that is currently controlled by a Great Old One. They connected him with a member of the Efreet who had joined their cause. He is an aloof chaos lover who loves murder and arson, preferably in that order.

Not asking for help I have just felt that the "Patron" is something that has always needed fleshing out so to speak.
How does a normal Efreet become a Patron? Or anyone for that matter.
Who said it was a normal Efreet? And if they get their powers from a group, it might be the group as a whole that grants the warlock power. That's how it worked for my Warlock who had the Talons of Justice as a patron. The point of contact was a silver dragon, but that wasn't the source of her power.
The other warlock I played was a Hexblade, but exactly what gave her the power was never determined. The DM ended the campaign before anything like that could be explored (Rime of the Frost Maiden - he ended it after ending the permanent winter). If anything happens to my current PC, that Warlock is my replacement, as the levels are close enough to either let it slide, she just won't level with the party next time - they'd catch up to her and then everyone would level normally, as the table uses the Milestone system.

The DMG has rules for creating classes amd subclasses, not the best in the world but they are something. The TLDR version of it is: first, check if you can reskin existing subclass to fit your vision and if not look into all subclasses and how they were made and which mechanics doesn't already exist and go from there.
As for how a patron grants power that's up to you, using your example for an efreeti, only noble ones can grant powers not a normal one (though I guess using wish could grant you power but the wish spell isn't reliable).

I didn't know who Mammon was until D&D. He made an appearance in our "Baldur's Gate: Descent into Avernus" campaign last year.

My group tried our hands at Pathfinder and when we didn't like the system as much and came back to 5e, I tried to make my fletchling character in 5e.
They are a custom lineage who have the feat that lets you take a Eldritch invocation, which I chose devil sight, then threw a dose of darkvision in there for good measure.
His patron is his ancestor that opened the way for his people to escape persecution in the Prime Material by going to the Shadowfell. There they became what they are before coming back. Their ancestors became powerful spirits who are collectively referred to as "They who Remained" though each family would refer to their ancestor as "She" or "He" who remained.
My character is a Pact of the Blade, Hexblade, gunslinger that looks like a young Sam Elliot with grey skin, dark hair, and orange on orange eyes c:
one was Orcus, pretty boring... except for when its not.
other patron is a phoenix (hexblade) who my character started worshipping after they got revived because phoenixes have revival and rebirth symbolism. the Phoenix gave my character a feather and it is their scimitar that they use as their weapon
Tiamat - I was a Fighter in ( Descent into Avernus), on a personal path of vengeance ultimately wanting to kill Asmodeus. I was Killed in battle, Tiamat decided to use me and my anger/hatred towards Asmodeus and bring me back as a Dragonborn Warlock to try and finish my task.
My variant human has actually gone through multiple patrons. The first was he made a deal with an angelic being known by the name of Zariel (Anybody see where this is going?) Anyway, Zariel gave him abilities, as most patrons do, but also gave him the gift of immortality (He was charimatic, attractive, and enjoyable to be around) So he has lived for centuries and had many adventures. Up until like three centuries ago, he lived a good and righteous life, reflecting his patron's personality. But then Zariel fell, becoming a Archdevil. So since his patron changed, he changed as well. By now he had a family, composed of a wife and four kids. (All of them had magic, his wife being a wizard, and three of children being sorcerers and the fourth being a warlock) Well, reflecting his patron's devilish nature, he was prone to fits of rage, resulting in the death of his family, except his warlock child. That's two patrons (I never said different patrons did I?) He then severed ties with Zariel (my DM allows you to cut ties and change patrons) and chose Vecna as his new patron. He went with Vecna for a while (He still is immortal) until he saw how evil his patron was. That is when he met his current patron. It began with whispers as he slept. "Gi-Hovog" constantly repeated in his sleep. Finally he decided to go and travel to a library he suspected would know what he needed to know. His guess was correct, and he found out who was calling him. It was Gi-Hovog, a cosmic-entity manifesting as a gigantic, spongy, and fleshy mass covered in a myriad of both eyes and spines. He was a Great Old One. So after finding out who he was, my warlock made him his fourth patron. So to recap We had a Angel Zariel, Devil Zariel, Vecna, and now Gi-Hovog. He is probably my favorite character I've made. To make this even more interesting, I have even more versions of this same character. There are enough versions of him that you could make a friggin' multiverse of hims. It's hilarious and very interesting for my DMs or when I use him as a NPC in my campaigns.
My warlock's patron is an archfey cleric who serves the Celtic goddess The Morrigan. My tiefling is an academic researcher who met him while writing a paper on the nature of fey deals, and long story short she left that encounter with him as her patron. I swear she's smarter than that makes her sound, but I mean, it's working in her favour so far...

In an Exandria campaign, my celestial warlock's patron is an Azusa in service of The Changebringer.
It's a shame I had to go back to 3rd edition to find a chaotic good celestial :P
