This level 3 feature says that "if an Illusion spell you cast has a range of 10+ feet, the range increases by 60 feet."
The feature does NOT say "if an Illusion spell you cast with a spell slot has a range of 10+ feet..." so does that mean it can apply to cantrips as well? Could that give (the improved) Minor Illusion an effective range of 90 feet? Granted, it could just have not said that because you could be a Magic Initiate or something to get a free casting without expending a slot.
Yes, that works; cantrips are spells. If they had wanted to exclude cantrips but not other spells cast without a spell slot, they could've written "if an Illusion spell you cast of level 1 or higher..." or something along those lines
Does that mean that colour spray now has a 75' cone of effect?
No. The Area of Effect is a 15 ft cone but the Range is Self.
