Being a wizard and able to copy your own spells to other spell books for safety is a thing
so what's stopping you creating your own scrolls copied from spells you already know
they are one shot use
and don't use a spell slot
or is it game breaking
If it was possible how much would your scroll cost to make money and time ?
Finally if wizards can't write there own scrolls who has been writing them? Is there a deity who is the wizard equivalent of the Easter bunny hiding spells to cause havoc on the material plane.
Look at the Dungeon Master's Guide, Chapter 6, Downtime Activities, Crafting Magic Items. It gives you the time and cost for creating a spell scroll based on the spell scroll's rarity.
Scrolls are magic items. They're not pages from a spellbook.
You're going to need to ask your DM if it's possible. The DMG has rules for making magic items but they're not great for scrolls and potions. XGtE has better rules for that.
It's not gamebreaking at all. It all takes an investment in time and gold. These costs increase dramatically as you try to scribe higher level scrolls. A 9th level scroll takes a huge amount of gold and years to scribe.
Scrolls are better for low level spells.
Also, spell scrolls have a set attack bonus and Save DC - they don't use the caster's. As a result, they'll typically be easier to save against and harder to hit with. It's usually best to use them for buff spells or ones that don't require concentration. You also need to have them on your person easily accessible which means there's going to be a limit to how many a DM would let you carry like that.
They're best used for the spells you might need in certain situations but don't want to have to prep or use slots for. If they're on your person then casting from the scroll is the same as the casting time for that spell - so reaction spells can be used in scroll form, so it's great for feather fall. I also use mine for Mage Armour if I'm not taking Magic Initiate. I'll save gold and when I get a few days downtime I scribe a few of them. If I get longer I might scribe some Misty Step scrolls. I don't use the spell often but it's clutch in some moments, so getting to use it without using spell slots is great.
I rarely go over 2nd level because the time and gold costs start getting ridiculous. It's good enough just for the 1st and 2nd levels, so I can keep those saved for Absorb Elements or Shield spells. If a Sorc I might eat up 2nd levels for Sorc Points. While Sorcs using scrolls isn't really fitting the theme, they can make scrolls just like a wizard, and probably find them more useful (saving slots for points).

except for the basic materials like the inks - you can't always get those in a tiny village. if you must just cast your long-lasting spells like mage armour and then short rest to recover the spell slots. you still have 7 hours of the spell and you expended no spell slots without paying to make spell scrolls. same thing for the 24 hour spells at the top spell levels but long rest instead.
In 4e, it would be via the Scribe Scroll feat. Is that still the case in 5e?

The reason you rarely go over 2nd level is that it costs WAY too much money.
Even in XGE, the cost to make a scroll go from 15 gp for a cantrip to 50k for an 8th level, then to 250k for a 9th level spell.
Which is REALLLY stupid because in XGE, to create a legendary item that is not a scroll costs.... 100k.
Yes, in XGE it is cheaper to create a legendary sword than it is to create a 9th level spell scroll.
Crafting a legendary sword requires additional work to obtain the knowledge and material required. Scrolls only need time and money.
