Apart from glibness spell for the bard which basically guarantees counter-spelling cause its guarantees 15+5(6 if you have the book).
But I want to spice things up for the sake of randomness, so I was thinking abjuration wizard with at LVL 10 which gives +6 to the ability checks. I can bump it up to a +7 cause I can get Ioun stone of mastery. I can also get a tome of clear thought so that's a +6. So that's a total of 13, if the jack of all trades would in this case I can get another +3 with a total of 16. Any other things that can make it better? I mean I need to roll more than a 2 since 3 and above will guarantee a 9th LVL counterspell XD but I was just thinking about optimizing it more
Starting at 2nd level, you can add half your proficiency bonus, rounded down, to any ability check you make that doesn’t already include your proficiency bonus.
Jack of All Trades doesn't care if you're proficient or not, only whether the check is benefiting from your proficiency bonus or not. Since the check would be, you cannot add Jack of All Trades to counterspell/dispel magic check on top of Improved Abjuration.
However, a full Lore Bard is more effective than an Abjuration wizard. The latter gets +5 to the checks. A lore bard, can use bardic die to add +1d12+3 to the check, an average of +10, since they do get Jack of All Trades and Peerless Skill. Granted it's only 5 / Cha Mod times per short rest and uses up the bardic inspiration for anything else but seriously, how often do you really need it, especially since you can still upcast the spells?
Abjurer is better if you're going up against mages and want to be more about protecting people. But if you want the number-crunchy or who can dispel/counterspell better, the Lore Bard wins.

I mean as a bard I can just get a LVL 8 Glibness spell scroll and just use that to counterspell XD I was just trying to see what I can do to make abjurer better than getting a +7 +6 to its check XD

I don't think you can be both proficient in something and get the benefit from Jack of all trades.
It doesn't say that you are proficient, it allows you to add the prof bonus. I think it is very intentional in the way it's written.
