Im pretty proficient with the game, i've played for a while, ik how to bend rules and have fun, any sort of mystogan from fairytail build ideas? i was thinking a wizard or sorcerer who sacrificed his spell slots in order to weird staffs better, the dm was thinking of "for every 2-3 spell slots i sacrifice imdefinently , a staff that's normally 10 charges will be 15" possibly or something along those lines. any ideas?
My knowledge of Fairy Tail is limited to two Wikipedia searches, one right now, and another to understand a friend's reference. This will not stop me from helping.
It sounds like you want to go with a sorcerer. More versatility in casting and the subclasses, including ones from XGtE and UA, are a better fit than making a whole new suite of subclasses for the wizard. To incorporate the staff thing, go with a 1st level spell; replenishing 2 charges.

While I am somewhat familiar with Fairy Tail, I wasn't familiar with Mystogan due to not going too far in the series yet. But after taking a look, he certainly looks like a cool character and I do like how he uses his staves to do magic. Though there really is no need to go crazy with him since he basically uses a very flashy version of how spellcasters use magic in D&D. Which is to say, magic via a spellcasting focus (his five staves). So rather than focusing on new mechanics to use his staves in-game, you just need to change the fluff of how he performs his magic. But I do like the idea of sacrificing spell slots in order to increase the charges of such items.
As for a character build, it could go a number of ways depending on what you want to focus on. But if your goal is a one-to-one translation, it's fairly easy in comparison to other characters from the anime/manga. And with Xanathar's Guide to Everything now out, it's gotten even easier. Plus it should be noted that for the purposes of this sort of thing, he will have to be given loads more spells but his spell themes are fairly straightforward making that not too difficult.

All obvious picks with War Magic being chosen as it's the best fit for him. What with it's features both representing his durability and combat prowess in battle in addition to mimicking his Mirror Water magic about as well as 5e can at present. But if you'd like to be even more accurate, I'd talk with your DM about incorporating the spell reflection ability of spectators (found in Lost Mine of Phandelver) into your character. Perhaps some sort of cloak or something would work. He does have a sweet one after all.
SPELLS I'm not going to go over every possible spell he may have but I will go into some that would fit the themes of the abilities he demonstrates in Fairy Tail.
Sleep Magic - Catnap, Sleep* Skyscraper - Cause Fear, Fear, Mental Prison*, Phantasmal Killer, Weird Sacred Song - Dawn*, Sunburst Air Magic/Mist Body - Blur, Far Step, Feather Fall, Fly, Gaseous Form*, Investiture of Wind, Invulnerability, Levitate, Misty Step*
* Denotes spells that are most accurate to his depiction in Fairy Tail.
FEATS Considering how high level this character could be, a feat or two certainly could find there way into his repertoire. And the few that stand out are:
Resilient (CON)
Mage Slayer
Spell Sniper
War Caster
All fairly self explanatory with the first being in my mind a good way to further demonstrate his durability. And I would say it be the feat to grab as part of being a variant human, with the rest coming whenever they'd feel right.
I could go more in-depth but that should get you started. Plus using the new way spellbooks are presented in Xanathar's Guide to Everything, I thought of a cool way to explain all of your staves and why you'd use them to perform magic the way you do. And that would basically be that your staves are your spellbook and anytime you want to perform a spell, you have to configure the staves in a certain way similar to how Cana uses her Magic Card magic in Fairy Tail.
Mistogan would actually be an Eberron-style Artificer, which doesn't really exist at this point in time outside of homebrew material. Basically, M. specializes in the creation of magic staves, attuning them, and using them in combat.
A mimicry of his style of magic would just require attuning magical items and using them in combat instead of casting spells on his own power.
Going to try running a character based on Mystogan using this build recommendation as an NPC for a DND setting. Kind of excited about it. Love the ideas; I'll let you know how it goes. Also going to do some Dragon-slaying characters based on Natsu and Laxus which as them taking fighting initiate, Sorcerer, draconic background, and having them a mix of physical fighting with magic. (Also working on some other interesting magic types and uses for the setting—just trying to find unique ways to explore and present magic users to the players that they have to fight with or against for various reasons.)

I am curious what would you do with the build now that some new classes have come out because I am very interested.
