I think there should be an option to use an licensed spells, for example from Players Handbook, when creating homebrew subclasses. I was making my own domain and it was very limiting fro me. Also it would be nice, if I could use homebrew spells for homebrew subclasses.
You can add any purchased content to a homebrew subclass. You just won't be able to publish it at that point, but nothing is stopping you from adding things you've purchased.

I think they are wanting access to the spells without having to pay for the license to access them.
