If you have a character in a campaign (no content sharing turned on for the campaign) and you unassign that character from yourself, someone else in the campaign can assign it to themselves (if they have a free character slot or have unlimited characters). It will retain all the things you put on that character with stuff you bought. BUT if they need to level up or change out spells (like if they're a cleric or something) they can only use what THEY own. Not sure what you're referring to by 'added rules.' If you mean the Optional Rules, those are in Tasha's, not the PHB.

I don't believe simply leveling up is affected by this, once you pick the subclass that character has that subclass. Spell (prepared daily or learned on level up) and feat selections (for ASI levels) would be limited to just the free stuff though.
You could get complicated and free user could unassign the character and the PHB owner could then claim it. PHB owner could make the changes and unassign it again where the free user could claim it back.
I recall having some issues where I'd created a graviturgy wizard in a shared campaign, and couldn't get the higher level features to show up once I took the character out of that campaign.
