Is it possible for DMs to hide/reveal variant rules? For example, I like my players to make their characters using Ability Score Points but I don't want them to worry about Equipment Sizes. I'd love to be able to reveal the former but hide the latter.

Nope. The closest we come is Badeye's list of upcoming priorities in the most recent developers update (it's a part of each monthly update). But there are no dates attached. And he's been clear that priorities sometimes shift. They don't give dates until a feature is locked in and just about to be released, because inevitably in development time tables shift, and customers feel cheated when that happens. A wise move on their part, in my opinion, but one that also often leaves me impatient.

When does Phase 3 start as I would like to turn on spell points for my campaign for my players.
No word as yet.
I think that, once the new character sheet is deployed, we should start seeing some more information on what is next!
