Building my character as a lvl 3 bard + lvl 17 genie lock i would expect to see the Genie lvl 9 spell Wish to pop up somewhere, but its not listed as one of my arcanum choices.
THE GENIE - Mystic Arcanum. Wish is not available for the Mystic Arcanum feature.
From what I understand, this is a longstanding issue that shows no signs of being fixed anytime soon :( . I think a homebrew fix is the only thing you can do.

The top one, aye. It's the easiest fix right now. Obviously not ideal, as it should be working as intended, but it's better than nothing.
You can also edit the subclass to add the spell as "no slots required" and limited once per long rest use, again needing to leave the mystic arcanum blank, but that's a longer process. I tried both methods and the feat was just much easier.

Cyb3rM1nd gave great solution with the feat that is a much cleaner workaround. If you want the lazy way (my way), I just equip a ring of three wishes and use it within the limitations of the subclass.

Is this a bug? or is this intentional?

So make a custom feat and ignore the arcanum.
Or just use a random other spell in arcanum and customize its name to wish
