Would it be a reasonable investment to work with the Adventurer's League to build an option in the character builder that follows the AL restrictions? Instead of choosing Standard, the user could choose Adventurer's League. They would then have the option to choose the PHB and their +1 for creation. The options that do not fit could be removed to prevent illegal characters being made. A version of the AL character sheet with the logsheet could be added, possibly with a changelog to record changes over the character's career. Another option to consider is the ability to modify the character during Tier I play.
Restriction of sources for AL is a planned feature with no release date announced. Part of the wait is because changes are(were?) coming to AL that could potentially impact those restrictions and the staff didn't want to put work into something that could need rework shortly after. Hope this helps.

They're first going to implement source filtering. AL restrictions will come after that.
