I have purchased the Out of the Abyss content, but I seem unable to add items from it to characters in my campaign. I see them for sale individually, but if I bought the book, the items should be available for the content list in my campaign. Is this intended? I figured if I bought the book, I should have the right to assign items from it to characters in my campaign, yet the Stonespeaker crystal and Dawnbringer are not in the list of items I can assign.
this is the standard approach from Wizards of the Coast - all of the officially published adventures assume that you own the Player's Handbook, Dungeons Master's Guide and Monster Manual.
D&D Beyond has been able to negotiate a deal where purchasing an official adventure on D&D Beyond unlocks all monsters used in it, meaning you don't need to own the Monster Manual. This isn't the case with the Dungeon Master's Guide however, so any magical items within adventures are not unlocked.
I understand this is disappointing, however those items can be individually purchased from the marketplace. If you wish to purchase the Dungeons Master's Guide later, the cost will be reduced by any partial purchases made.

The two magic items Xaositect mentions are specific to Out of the Abyss: When I look for them here and click for more details, I'm given the link to the marketplace for Out of the Abyss because I don't own it. I do own TOA, and I can see the all the TOA specific magic items, and add them to characters; note that I don't have the DMG. This does not affect my ability to see magic items whose details are published in an adventure I purchased.
Furthermore, it is not the case--or at least it did not used to be the case--that Monster Manual monsters referenced in purchased adventures were unlocked for purchasers of that adventure (which is what I understand you to mean in the first sentence of your second paragraph). I know this because when I lost access to content sharing I had to purchase those monsters used in TOA that were in the MM but not the SRD. Note: I'm not complaining that I had to purchase them; I'm explaining why your comments confuse me.

They absolutely should be unlocked by the purchase of the adventure - I just checked them and the items in question are correctly set to belonging to Out of the Abyss.
Xaositect, the items should be unlocked for you, however they won't be unlocked for your players, unless someone in the campaign has a Master Tier subscription and has enabled Content Sharing.
