I'm trying to make a dragonborn cleric (war or storm domain) but I can only get the life option. I have upgraded my subscription to hero but no change. Is it a software issue or user error?
Just so I am clear, if i want to use things that are outside of what is defined as 'basic' I need to to purchase it from.the adventure it resides in? I can either purchase the adventure as a whole or parts of it (or a bundle), is that correct?
Does that mean if I was to purchase the Players guide which has the war domain described in it I would get access to that domain for my characters? And would that include every class, trait and race in the Players Guide?

The SRD/Basic Rules includes all the rules needed to play, plus all the classes found in the players handbook (with one subclass each), all the races found in the players handbook (with one subrace each for those that have subraces), plus a few other options. (Note: there is some additional free content that's either homebrew like the blood hunter, or playtest, like the artificer)
If you purchase the players handbook, you get everything you need to build a character using the content beyond the SRD; all the extra subclasses and subraces, feats etc.
If you buy the Players Handbook (PHB), you get—as Davedamon said—everything you need to build characters based on PHB character options. There are additional domains, etc., that are available in other books. {NOTE: the “compendium only” purchase option does NOT include the data for use in the character builder}
And, yes, you can purchase just individual items or bundles rather than entire books. So, for example, you could just buy the war domain for $1.99. Or, you could buy that domain and the spell bundle from the PHB. Whatever you spend on individual purchases of things from a particular bundle and/or book reduces the cost of that bundle or book by the amount you spend. So, for example, I bought individual monsters from the Monster Manual (MM) as I needed them for an adventure. Eventually (long before I had purchased all the monsters) it was only $1.99 to complete the bundle. Later I used a coupon to pick up the rest of the MM (i.e. the compendium part, with more lore, etc.) for only a few dollars.

Physical and digital products are separate and distinct products. Buying a physical Harry Potter book off of Amazon does not mean you get the ebook on Kindle nor audiobook on Audible for free. Buying a physical copy of Pokémon does not mean you can download the digital version for free from Nintendo's eShop either. It is no different here. I spent well over $800 on D&D Beyond having access to every digital book, but that does not entitle me to the physical books for free from Barnes and Noble or any bookstore. Sometimes products with different formats are bundled together, but in most cases they are not.
You can also manually integrate your physical books with the digital tools on this site yourself for free, so you are not blocked from building a whatever character you want on Beyond. However, it does take quite a bit of time to homebrew everything from the books using the private homebrew tools, but if you just want to recreate a few subclasses and spells, it should not take too long.

As an extra bonus, any purchases made towards a particular book will be discounted by the amount of stuff you buy from the book (if that makes sense - as a rough example, say the Players Handbook costs $25 and you buy the Forest Gnome for $5, the rest of the book will be discounted down to $20 if you wished to buy the whole thing).

I am not trying to be snide. For me, constantly seeing posts like these almost every single week are a bit annoying and frustrating. I have never seen this kind of behavior in any other hobbies nor communities I have been in. I do not think Beyond did anything to deserve this and I am not sure why this only happens to them.
I have never seen anyone complain about buying a physical Nintendo games and not being able to download them digitally from the Nintendo's eShop, and Nintendo owns both their physical and digital stores, as well as supplying their games to third party physical and digital stores.

you can generally just look it up and if you dont have it, it should have an option to take you to the book where you can just add that one thing to the cart for like...$2 usd

The Basic Rules only come with Life Domain for Clerics and a subscription does not unlock any content by itself.

This is a shame, I just want to play a game. WotC makes it quite difficult
