[Help needed] Homebrew feats

Is there a way to add bonus to attack rolls with specific weapon in homebrew feats?
I tried several diffrenet modifiers but they didn't work and without detailed description of logic of homebrew feats is very hard to understand what is possible.

I will be very grateful for someone's help.
