So I decided to buy the book Tales of Wildmount, but when I bought the book I didn't see anywhere where I can share the book with the DM, I see a few threads about the DM sharing content but does he have to enable it before we start the campaign or can he enable it after making the campaign? If I buy a book or other after it's started does it automatically share it with the rest of the campaign members or do the members have to enable the content after it's bought?

Do you mean the Explorer's Guide to Wildemount?
Content sharing is a feature of a master tier subscription. The person that has the master tier subscription and uses one of their 5 content sharing uses to turn on content sharing in that campaign does not necessarily have to be the DM of that campaign, any player in that campaign that has a master tier subscription can enable content to be shared.
As long as 1 person with a master tier subscription has enabled content sharing, any purchased materials from any player or the DM in that campaign is shared with all of the other members of that campaign. If the person with a master tier subscription lets their subscription lapse, that content sharing would be turned off when their subscription runs out.
