There is a bug in Encounter builder that prevents me from viewing any hover tag that a monster's flying speed has. That's important information being left out.
There does not appear to be such a thing as “hover speed,” nor do those monsters whose description includes the ability to hover have a hover tag, at least not those I checked.

Typically, it would be added as a note next to a Flying speed - a good example of this are Beholders.
