I have bought Tasha's Class Bundle, but have no acess to the Ranger's Optional Features (yes, I have that option allowed in the character's creation home settings).

Please, do tell me it's actually a joke that I have to buy the entire book to use two paragraphs that are literaly Class Features.

If it isn't a joke, I reckon there might be Homebrew workarounds, yes?

You have to buy the book.

You can homebrew by copying the subclass and just adding the feature. The only difficulty will be "Favored Foe" - as it would "replace" a main class feature (Favoured Enemy) which you normally can't do with subclass features. But, since Favoured Enemy doesn't provide anything mechanical on the sheet, you can just make the mental note to ignore it. 

Clunky, but doable.
