A friend of mine has a LV5 Bard COL with Magic Initiate on Sorcerer. +2 Charisma, +3 proficiency. Both his Firebolt and his Shocking Grasp should have the same HIT/DC since his spellcasting abillity is Charisma. One has a +5 and the other a +3 to hit.
Is it possible that you are using a homebrew version of the cantrip? Someone the other day had something similar happen where the thing they were using wasn't mapped to the correct stat.

Could be a homebrew version of the Magic Initiate feat.

Yeah, they're using a homebrewed Magic Initiate feat, which is likely bugged; it's pretty obvious that it's homebrew since there's very little description. They could add the actual Magic Initiate (Sorcerer) Feat and select the same spells, then Delete the homebrew one.

You'd need to post the url to the person's character sheet for anyone here to see what's going on there.

That's possible. I bought the PHB and other books but at the time we didn't have it so yeah.
