When creating a Fighter, the only Fighting Styles available are the ones from the Player's Guide. The ones launched in Tasha's are not available... however they are available when picking the Feat Fighting Initiate from Tasha's, they just can't be chosen at level 1 Fighter.

Tasha’s Cauldron of Everything is part of the core setting for Dungeons & Dragons, so there isn't a toggle switch in the character builder to enable/disable the content. It does however provide two significant sets of optional rules: customizing your origin, and optional class features. Both of these can be enabled/disabled on a per character basis, as well as allowing you to choose which of the options you want!

NEW SUBCLASSES & OPTIONAL CLASS FEATURES
Every class, other than Artificer, has gained new OCF (Optional Class Features). These are enabled individually in the character builder, so you can select which ones you wish to add to your character, or in the case of some cleric & ranger features, replace existing features.
Even with these options selected they still do not all appear in the list and thus need to be applied via a feat to work at level 1, This only recently seems to have changed as I saw it available only a couple of weeks ago
If it helps you get an extra box that says they are being added to the top of the fighter list added at level 1 but they are never added to the drop down menu that is list in a different box on the sheet.

After you activate those toggles you need to activate the Option on the Class tab:
The expanded list still doesn't show up in the drop down for my player who doesn't have Tasha's Guide to Everything, even though I do and I have content sharing turned on. (Yes, I have Fighting Styles enabled in both places where it needs to be.)
If I create the character myself, it's available, but when she does it off an invitation to my campaign, it's not.
Is the character she's creating actually in the campaign where you've turned on content sharing? Confirm that, and if yes, try turning content sharing off then on again. And make sure she has the 'optional class features' button on/red/right on the first page of character preferences and is looking in the right place (it sounds like you're aware of this part, but just in case).

Expanding upon this, was the character created inside the campaign?
If the player creates the character outside the campaign and later moves it into the campaign it will still be limited by the books that the player owns. Make sure your player creates the character inside the campaign.
Having said that, it's working correctly now; it might just have been because we created it the same day I subscribed and not everything had synced fully. (Though some of it must have, because the character is a Tabaxi.)

We created it in the campaign.
