You are using a homebrew version of the spell which is granting it to you at 1st level.
Animate Dead is a 3rd level spell. You will note that you have 2 versions. One begins at 1st level and when you click it to open the sidebar near the top it has "Version". This is homebrew. You have another version as a 3rd level spell, granted by the 6th level Necromancer feature. When opened in sidebar this lists "Source" as PHB.

I'm creating a 15th lvl necromancer. In the character sheet, in the spell tab, for a 2nd lvl animate dead it shows a comment: Targets: +2,
At lvl 4 is shows +4 Targets, and at lv 6 it shows +10 targets.
Given taht I get +2 undead for every lvl above 3rd that I cast it, this makes no sense.
Is this a bug?
Can you give a link to your character sheet?
Have you checked for homebrew?

If you show a "2nd-level Animate Dead" then it's homebrew, since the official spell is 3rd-level.
