I want to make a modified Abjurer wizard based on the version in MotM, but it does not appear in the drop down list as an option. Only the legacy Abjurer is on the list, and it is very different from the new version. Why aren't the MotM creatures appearing on the homebrew list to use as forms for new monsters? If hate to have to build the whole thing from scratch, with all the coding for actions and whatnot.
You can only create templates from content you own. If you purchased MotM on this site, then you should be able to access it from the dropdown. If you only have access to MotM through campaign sharing, or only have a print copy, then you wouldn't have access in the homebrew tools.
I have access to everything through my subscription. I can otherwise access MotM on DDB
If I understand correctly, you have access to MotM through campaign sharing. Which means that those creatures are not available to copy in homebrew, even though you can see the compendium and use elements from MotM in for characters in the campaign where the content is shared. (Note, though, that you can’t use said content for characte3rs not in that campaign)
A DM Master Account (which I have) unlocks Everything. Every. Thing. So that's not the issue. Does anyone else with a Master account have this problem?

A Master Tier subscription doesn't unlock any content. Instead, it allows you to enable content sharing in up to 5 campaigns.
It sounds like you're having the book shared with you by someone you're in a campaign with that has content sharing enabled.
That being the case, you cannot use content shared with you as a template for homebrew

I have a master subscription, but I don't have this problem because I've also bought every book because subscriptions don't unlock any.

Subscriptions do not unlock books. It must be getting shared with you from a campaign.
Buy the book/monster to use as a template or just start from scratch and copy/paste.
