We have a cleric in our group that has a Wisdom modifier of +4 and is currently 5th level. The character builder is only giving her six spells and no second level spells at all. I noticed my level 4 paladin is having the same issue. Are there known issues with the Character Builder?
I haven't had any issues with my cleric, nor has the paladin in our group been having any issues. It is hard to know what could be causing it without screenshots of your character builder screens. The community can't access your character sheets but the mods can so if you post a link to it they could look at it more closely. My first thought is that you updated XP in the character sheet and "levelled up" but never went into the character builder and manually changed the level to reflect.

There have been reported no issue of this kind. Post here the link to your character sheet, so we can give a look.
This character is a level 5 cleric, which has four 1st level, three 2nd level and two 3rd level spell slots. Everything is in order in the matter of spell slots.
There is no spell prepared. Your player can prepare those going on the section "Known spells" of the Spellcasting box.
Indeed. Your character has 18 as the Wisdom score, so it can prepare 9 spells total, which is the same number appearing in the "Known Spells" section of your character sheet.
Yes - Looking at the character sheet you haven't actually prepared any spells. The spells that are prepared come from the Domain. In the spellcasting section you need to expand the section called KNOWN SPELLS, and then prepare them from there. It will show how many you can (9 - which is cleric level plus wisdom mod [5+4]). Since the sheet doesnt know which spells you want to prepare, you have to select them.
The character also hasn't picked cantrips, which are also chosen in this section.
The cleric spell list is missing unearthed arcana spells. So the section that says prepped 6 should be the ones I get automatically from my domain if I'm reading this right, then I prep an extra 9 from my known list.

Yes, that is correct.
About the Unearthed Arcana: the UA content available in DDB is only the one published from January 2018. Older UA is either published in an official book, or retired, or in revision.
So basically dont look at any of the complete spell list outside of d&d beyond for character creation, got it. I'll just keep using books for character building, so not a fan of this site it the character building layout. I also feel if you're going to make a character builder it should include all possible races and classes.
Also if something is missing (as it's not part of the free content like the Basic Rules) and you dont wish to purchase it, you can use the homebrew toolset to recreate it privately to use.

DDB has all the official options for a character generation. Some of them are not free and must be unlocked with a purchase from the Marketplace.
Soon, the character sheet will get drastically updated, maybe then the layout will be more suitable for you needs.
