I have triple checked that I have “scores top” selected under character options but when I export to pdf, the modifiers are on the top and the scores are under, when I want the scores to be on the top. How can I fix this?

There is no fix. The PDF has a fixed template matching the official PDF character sheets from WotC. This cannot be changed.
This is a quick work around. Download then open the PDF, it should let you edit it. Manually swap where the score and modifier are then save. For example, I deleted 20 and typed +5 then deleted +5 and typed 20. Should be good to go after that :)
