Both, specifically for the "pick an existing subclass to use as a template" bit. I can't speak to the 2024 ones much since I didn't bother with them prior (they all seem to have the default one subclass each that comes with free accounts).
As for the 2014 ones, Arcane Trickster, Assassin, and Soulknife are all gone, as is Eldritch Knight (most of the Fighter subclasses that I can tell) and nearly all of the monk subclasses aside from Open Hand. I don't personally own Tasha's, but am in a campaign with someone who has it and has content sharing enabled, and was able to make copies of those subclasses as needed myself. I currently have a Hero subscription if that matters, and did not used to be able to make copies of Arcane Trickster/Soulknife/et cetera before I got it.
It seems like for all intents and purposes I've been basically reverted to not having a subscription at all within the homebrew creation menu. There used to be way more, and aside from the Critrole stuff it's mostly been wiped even if it was originally in PHB, and nearly all of them are gone now aside from the free account defaults.
To be clear, what I'm asking is: when you go to create a subclass, there's a drop-down for "Select a class to create a new Subclass for". In that drop-down are you selecting the 2024 one (under "Core Rules") or the 2014 one (farther down, under "2014 Core Rules")?
The reason I ask is that you cannot create a subclass for a 2024 class using the 2014 version of a 2024 subclass as a template. For instance, if you wanted to create a subclass for the 2024 Cleric based on the Life Domain subclass, it will only let you use the 2024 Life Domain as a template, not the 2014 Life Domain. This is by design.
What this means is that if you select the 2024 class in the "class to create a subclass for" drop-down, then you will not see the old versions (from the 2014 PHB, Tasha's, Xanathar's, etc.) of subclasses that have been updated for 2024. And if you don't own the 2024 PHB, you won't see the new versions of those subclasses either. You'll only see the ones from the 2024 Free Rules. Which is what it sounds like you're seeing.
Subscriptions and content sharing do not affect any of this. When creating homebrew content, you can only base it on content you actually own.

This screenshot is odd, because it does not match what I have at all. It looks like you've pulled down the "Select an existing Subclass as a template" drop-down, but the options in there are classes, not subclasses. I have not been able to make that happen when I do it. I'm not sure what's going on with yours.

Then the second drop-down filtered to just Rogue subclasses, and I can see all the options from the 2014 Player's Handbook (Arcane Trickster, Assassin, Thief) as well as all the others from Expanded Rules sources I own.

No, that's definitely not how it's supposed to work. I would say you should submit an actual support request for this, because it sounds like there's something busted about your account specifically.
Sorry to doublepost and ask a dumb question, but where would I go to do that? I assumed that was here since it's where the footer links. Or should I just make my own thread?

So a bunch of the wizard subclasses a missing.

You’re likely using the 2024 version of the Wizard class. Third party subclasses only work with the 2014 versions of the classes currently, as they haven’t been updated for the 2024 rules yet.
Make sure “2014 Core Rules” is checked on the Home team and then change your class to the 2014 version on the Class tab. You may have to scroll down to find it.

However, it's only showing me limited options now. Not the full selection I used to have. I created a blood cleric last month but now I am no longer able too. It's like the option was just removed from the subclass drop down at level 3. Along with the wizard subclasses from Critical role. Seems a variety of partnered content has been removed as options.

The subclass drop-down is only shown at level 3 for the 2024 Cleric and Wizard classes. For the 2014 versions, Clerics get their subclass at level 1 and Wizards at level 2. If you’re seeing it at level 3 for either of those classes, you’re looking at the 2024 version.
To chime in: Not only do you have to have the Legacy options enabled (actually, looks like 2014 Core Rules gets its own checkbox again), you have to scroll down below the updated classes and choose the version that's under the 2014 Core Rules header.

Just to clarify, it’s never been possible to use third party subclasses with the 2024 classes, only the 2014 classes. This is because the owners of the third party content haven’t updated it for the 2024 rules yet. It’s possible to build homebrew versions of these subclasses for the 2024 classes to get around this.

3rd party subclasses have never worked with 2024 classes. They do not have the legal permission to do so, since they need to work this out with those 3rd parties.
Just as a note - you’ll note that many subclasses that have been published by our various Partners do not appear for the 2024 classes. We’re working with them to update their content for the new rules, but do not have an ETA for those releases.

Very likely that one player has selected a 2024 class, but no one in the campaign has the 2024 Player’s Handbook. Have them go to the Class tab and change to the 2014 version of their class instead. They may need to scroll down to find it.

The subclass drop-down is only shown at level 3 for the 2024 Cleric and Wizard classes. For the 2014 versions, Clerics get their subclass at level 1 and Wizards at level 2. If you’re seeing it at level 3 for either of those classes, you’re looking at the 2024 version.
