Only 1 subclass for each class is free, the rest need to be unlocked through purchase. You must have been benefiting from Content Sharing, but that only works within the campaign in which the content is being shared.
I have both the 2014 PHB digital copy and have pre-ordered the up-coming. In character creator, when I choose a subclass for my rogue, it only allows me to pick Thief from the core rules.

Unless you're on a Hero or Master Tier subscription, it doesn't unlock sitewide for another half a day. You'll only see the Basic Rules version, which matches what you see.
If you have the subscription, try the following: 1. Sync your entitlements 2. Sign out then back in
Or if you don't, wait for tomorrow when it goes live officially. As for the 2014 subclasses, since all from the PHB were redone for the 2024 Rogue, you can use them on the 2014 Rogue but not the 2024 Rogue before the book comes out.
Hey need help on the same issue. I own the phb 2014 and phb 2024. I'm trying to create a legacy 2014 rogue arcane trickster. When I'm trying new character creation I see the options for core which has an arcane trickster but that one is a 2024 rule. I don't see a legacy option below it for the older ones. I see the extended options but that doesn't have the trickster. And the core trickster is all 2024 rules. Something seems amiss to not have my legacy drop down.

I am still having this issue as well with missing 2014 subclasses that are not available to be used as homebrew templates, including ones I know for a fact I used to be able to make copies of two months ago and that are in basic rules as well as Tasha's and Xanathar's. Checked account licenses, logged in and out as suggested, cleared cache. Hopefully this issue is resolved soon.
Both, specifically for the "pick an existing subclass to use as a template" bit. I can't speak to the 2024 ones much since I didn't bother with them prior (they all seem to have the default one subclass each that comes with free accounts).
As for the 2014 ones, Arcane Trickster, Assassin, and Soulknife are all gone, as is Eldritch Knight (most of the Fighter subclasses that I can tell) and nearly all of the monk subclasses aside from Open Hand. I don't personally own Tasha's, but am in a campaign with someone who has it and has content sharing enabled, and was able to make copies of those subclasses as needed myself. I currently have a Hero subscription if that matters, and did not used to be able to make copies of Arcane Trickster/Soulknife/et cetera before I got it.

Subscriptions have no affect on content you can use for homebrew templates. Subs do not unlock any content. A master sub can allow content sharing but only within a campaign and shared content cannot be used for homebrew templates. For homebrew templates you need to have purchased the content on D&D Beyond unless it is part of the free rules.
So, to confirm, did you buy the content you are trying to use for homebrew?
Also, are you certain you have logged into the correct account?

Yeah, I only have the one account and so do they. My account status and the person content sharing with me's status both haven't changed since when I could use those subclasses as templates. Subs were the only thing I could think of that changed, since I used to not have access to them when I wasn't subbed.
I also did have access to Tasha's subclasses for template use which I've never owned, I dunno what to tell you. Maybe I wasn't supposed to, but I definitely made copies of Soulknife at one point.

EDIT: Proof I'm not crazy. I took this screenshot for completely unrelated purposes ages ago, and it's either a copy of Soulknife or a copy of Arcane Trickster, probably Arcane Trickster (I was making a lot of copies of both at the time), and I definitely recall having access to stuff like Way of Shadow and Eldritch Knight too.

I am selecting these options under the 2014 menu with the intent of creating a subclass for the 2014 version of the class, as I have been doing for a few months now without issue until lately.
What I did was select "Rogue (Legacy)" under "2014 Core Rules" in the first drop-down, the class drop-down. Then the second drop-down filtered to just Rogue subclasses, and I can see all the options from the 2014 Player's Handbook (Arcane Trickster, Assassin, Thief) as well as all the others from Expanded Rules sources I own.
That part's actually never worked for me, and I thought the correct usage was to ignore the first box entirely. Populating the first box and then trying to use the second gets you this, and always has since I joined the site:
It does this for all classes, 2014 and 2024, and always has across multiple devices and browsers, so I just assumed that was how it worked (it's also always showed classes in the subclass menu for me, even though obviously clicking them gets me an error message and tells me to pick an actual subclass). I was able to create subclasses by just ignoring the first box and going straight to the subclass one, which had subclasses to choose mixed in with the classes. Now, though, the problem's still there, and the bottom one's broken and missing stuff as well.

Did you buy the old books, or the new books which won't be released until September/November/February?
If you bought off the front page, you pre-ordered the new books. The old ones require a bit of digging to find.
