I have had this issue with two separate characters.
I made a cleric and got an option of one divine domain ( this then corrected after two sessions and the DM let me change )
I am now making a wizard and have the option of one arcane tradition which is evocation.
All the source content I am using is shared and i made the character in the campaign. I have tried making a character outside the campaign and the same thing happens.

If you haven't purchased any content on this site, then the same thing will definitely happen outside of a campaign. If checking entitlements doesn't work, have whoever's controlling content sharing turn it off and on again.
I too have this problem, I have a level 5 wizard and the only specialization I can see is evocation, when what I want is necromancy. But I think I see what is going on. I have some characters in campaigns with entitlements, but this character isn't. I likely need to move them into the entitlement campaign, or subscribe for this content.

Subscribing doesn't get you any content. You need to either make the character in a shared-content campaign, or buy the appropriate book (or just the subclass you want).
