The Character Builder on DNDBEYOND seems to allow player's to add the +2 and the +1 to Ability Score to the same Ability giving a +3 at 1st level.
Is it safe to assume this is a system bug?
The Player's Handbook 2024 reads,
"Adjust Ability Scores
After assigning your ability scores, adjust them according to your background. Your background lists three abilities; increase one of those scores by 2 and a different one by 1, or increase all three by 1. None of these increases can raise a score above 20."
And, just in general, the Player's Handbook is the rules; D&D Beyond is a tool that implements (some of) those rules. If the two disagree on something, the book wins.

Yes, it's a mistake with the coding.
