The Necromancer (School of Necromancy) is only from the 2014 Player's Handbook. It is not featured in the 2024 PHB.
You need the 2014 PHB.

If you're making the character for a campaign that's using DDB, you might be able to get access to it through content sharing. (Requires somebody with the book and somebody with a master subscription.)
If you just want the subclass, you can also potentially make it for yourself with the homebrew tools.
i have the 2014 book and it only gave me the option of evocation
You selected the wrong wizard. You selected the 2024 Wizard ("Core Rules") instead of the 2014 Wizard ("2014 Core Rules").

I have the 2014 book. I selected 2014 wizard, but D&D Beyond only gives Evocation as an Arcane Tradition option. None of the other 7 schools.
Check licenses are in sync (you need to do this after every purchase, or wait 24 hours. Account > Licenses.
Failing that: You either selected 2024 Wizard or got the 2024 book. Or have 5e rules disabled in the home tab of the character creator.

You may want to double-check that you actually selected the 2014/5e Wizard class, because this is what would happen if you selected the 5.5e one without having the 5.5e Player's Handbook.
The easiest way to check is to see whether your Wizard has a level 1 class feature called "Ritual Adept" on the character sheet. If it does, this is the 5.5e Wizard class, and you'll need to remove it and select the 5e one instead.
