[updated based on feedback below. Reported the wrong bug. This is the corrected bug report.]
There are two homebrew cantrips. Both scale with character level, as intended. Both show updated values under spells, as intended. One shows scaled values under actions, the other does not.
Cantrip 1: Updates correctly under actions. Damage starts at 1d8. Higher levels are additional points at levels 5 (1d10), 11 (1d12), 17 (2d6).
Cantrip 2: Does not update under actions. Range starts at 15. Higher levels are extended range 20/25/30 at levels 5/11/17.
Testing was done using a druid/cleric multiclass, in case that matters. Cantrip 1 is on druid, cantrip 2 is on cleric.
I got it to work fine. Under actions it lists the original range but under spells it will list the scaled range, based on character level.
I tested by creating the cantrip and on a character that was 9 cleric and 9 druid.
Spell Range Type: Ranged Range Distance: 15 Checked At Higher Levels Scaling Higher Levels Scaling: Character Level
At Higher Levels: Level 5 | Type: Extended Range | Fixed Value: 20 Level 11 | Type: Extended Range | Fixed Value: 25 Level 17 | Type: Extended Range | Fixed Value: 30

Have verified it works the same for me. Thank you for checking. So the bug is the cantrip displaying un-updated values under actions, not it incorrectly tracking character level.
It's still a bug, it's just not nearly as bad. It's not working as intended if one cantrip shows updated values under actions but the other doesn't.
I have edited the initial bug report with corrected information. Can't change the title.
