When we buy a bunch of stuff like that there is a window of time between purchase and everything getting checked and those entitlements to filter to the character builder. If it still hasn’t happened yet, you may just need to trigger things on your end.
Click that link and see if there is a button offering you the opportunity to “synch entitlements” listed. If so, click it and voila. If not, then scroll down and check if your purchases actually registered on the site. If they did not register on DDB, then double check that you were actually charged for your purchase. If you were charged, but the purchases were not registered, then contact customer support.

The account is acknowledging my purchases, including pre-orders. There is no request to sync entitlements. I got the confirmation of charges via paypal as well pretty much immediately.
I guess I'll be contacting CS.
