Does your DM already have a campaign set up here? If so, no, as your character can’t be part of two campaigns at once. If you DM doesn’t use DDB, but the other players do, you could, but the other players should know that you will have access, including edit access, to their characters.
You don’t need to start/own the campaign to make use of your Master Tier subscription for it: any member of the campaign who has a Master Tier sub can enable content sharing. It’s generally best if the DM creates the campaign here and invites players, because the person starting the campaign (assumed to be the DM) gets edit access to people’s characters. If, however, the DM doesn’t feel they need that (or the DM notes section) and other players are o.k. with you having edit access, you could make it work with you “owning” the campaign.
As I understand it, adding the ability to pass the “DM hat” to someone else in the campaign is on the roadmap, but probably not any time soon.
