2c. If 2b is yes, has that user published the spell, or is it private? If they have published it, do they have Content Sharing enabled in the campaign?
3. Is the spell assigned to the proper class and level to be available to your character?
4. Please post a link to your character so a moderator can check if nothing of the above solves the problem.
homebrew is enabled on the character as i can give him items just not the spell specifically made for him and his class, the homebrew was made be me (the dm) so is yes in my collection.
the spell is specifically made of a level 3 artificer

The reason that matters is that the '14 and '24 classes are different classes. A spell that's on the list for one won't show up for the other. The homebrew needs to be edited to add the other version of the class to the list of who can learn it.
(And possibly also you may need to turn on legacy and pick the correct class version for your game.)
I have several homebrew spells. Only one of them (Arcane Seal) is showing up for the wizard player in my game while the other two (Force Hammer and Shockwave) are not appearing as searchable.
Homebrew is clicked on.... I am going to try the part for making sure Legacy classes are picked in both.

I know it's been a few months, but thanks for this comment. I completely missed the fact that the Wizard tag itself doesn't include Legacy and couldn't figure out what I was missing. Turns out the spell can, in fact, be available for "Wizard" and "Wizard".
I have settings set appropriately, it’s in my collection, homebrew is enabled, character sheet level is appropriate I’m trying to view it on. I have two homebrew 3 level spells that I worked on after this one and both of them have showed up in my character sheet. I waited a day to see if it was a caching issue but I’m not sure if this is a bug or not. Forum posts suggested higher level homebrew spells would take longer but listed a time around 20 minutes so I wanted to check if there is a problem.
EDIT: I looked to the previous comment and found that solved my issue. I needed to make it available for blade singing wizards to use and that did it.
Did you select the same class version (2014 or 2024) for both the spell and your character? That spell seems to be set as viewable for only one of them, so if you choose the other, you won't see the spell.
Found an issue where ddb dropped Artificer and Paladin tags from a lot of homebrew. Had spells that previously worked just fine were now inaccessible and no revisions were made to them to remove the tags.
Mentioned it in another thread and got zero help beyond being told I was doing something wrong, so don't expect any help or fixes, or even acknowledgement that a glitch occured.

There are now two separate versions of each class on D&D Beyond: the 2014 version and the 2024 version. Because D&D Beyond treats them as separate classes, they have separate spell lists. The issue may be that your character is using one version, but your homebrew spell is only on the list for the other version. You might want to edit the homebrew spell and make sure it's on both class lists.
Also keep in mind it can often take 15 minutes or so for homebrew updates to be reflected in the character builder.

If it is for level 3 artificers, it is a level 1 spell right?
Just noting that's a 3rd level spell, which won't appear for a 3rd level Artificer.
Please reference the Artificer Table for spell progression - the Artificer needs to achieve at least 9th level to gain access to 3rd level spells.
