I have Tool Proficiency "Vehicles (Sea/Air)" in the character builder from my Background "Silent Hunter"- but it doesn't show when viewing the character sheet. I've also noticed that adding a new proficiency from the character sheet doesn't even list Vehicles to add. Perhaps related.

This thread appears to be addressing two separate issues: that Vehicles (Sea/Air) exists as an option specifically when selected with the Prodigy feat. Fair bug, no problem with that.
Second issue being that there's currently no way to add "Vehicle (land)", "Vehicle (sea)", or "Vehicle (air)" proficiency to a character sheet (without using the custom option). This is a tiny issue, but a bit of a downer for characters who wish to use downtime to learn tool proficiency.

It can be selected during character creation using a background, or via a feat that grants tool proficiency such as Prodigy. But when trying to add a proficiency to a sheet that has already been created, "vehicles" is simply missing from the list. The only way to add it is to create a custom proficiency.
This should be a quick fix by the devs. The architecture should already be in place; it's just a matter of adding to an existing list.

You and I have no idea how easy or difficult it would be to implement this, since neither of us have access to the codebase, so any comments to this nature are meaningless
You have already given a work around, which functions adequately for the existing system; therefore any fixes to this are going to be lower priority than implementing other fixes that don't have a simple work around

I made a Wrist Dagger, people seem to like it.
This still exists. I just created a character that selected Vehicles (Sea/air) as part of a custom background.
Vedalken, racial Traits, Tireless Precision, choose a tool still, has the (sea/air) as an option
