Only material in the Basic Rules, the SRD (System Reference Document—folded into the Basic Rules here on DDB) and the Elemental Evil Player’s Companion is available here for free. (Plus a few other odds and ends that aren’t relevant to your current question). So yes, you will need to purchase the Tempest Domain unless you want to homebrew it. To purchase it, go to the Marketplace>Store and look for the Player’s Handbook. Click on “View Details.” In the Subclasses section, there is a button to just purchase the Tempest Domain.
Note: depending on what spells you want, you may need to purchase some spells, too. I just checked, and all but one of the domain spells for Tempest Domain are in the Basic rules. The only exception is destructive wave, which is one of the spells you receive as a domain spell at 9th level.
I can't seem to choose it. I tried looking for it to buy it, but nothing came up. Is it even on d&d beyond and if so do I need to buy it?

I found it no problem
