I'm not sure if this is a bug or not, but I am level 11 and can only attune to 3 items. Shouldn't it be 6? Is the character sheet working as intended or am I doing something wrong?
It is 3 in 5e. The artificer specifically gets a feature that increases the number of items it can attune at level 20, but for everyone else it is always 3.
Not sure since I don't play AL, but I believe those are the maximum number of permanent magical items you can have, not the number you can have attuned.

You are correct, Luani. I just check the AL DM's guide for season 9, and that's the max of "permanent magic items" AL characters can have; the rules there say nothing about changing the number of attunement slots.
Remember, eppst1, not every magic item requires attunement. For example, +x weapons and armor don't. You can run a quick search here in the Magic Items list, setting the Requires Attunement filter to "No" to see the various items that don't require attunement.

I need to ask around then. I have 4 items in my inventory that require attunement and I'm level 11. I'll have to ask the experts tomorrow at the AL session on how many you can have equipped vs attuned.

*update* I asked an AL group I'm in and I misunderstood the rules (not a huge surprise). I can indeed only atune 3 items for use at once, but I can keep as many magic items that my tier allows.

Is there any way to artificially raise the slots for adventurers league?
Other than being a level 20 artificer, no. There might also be an epic boon you could get beyond level 20.
Attunement slots are a balancing tool to keep players from getting too strong by piling on a bunch of magic items.
As far as I am aware, Adventurer's League adheres to the standard D&D rules on attunement - you can only be attuned to a maximum of three magic items.

One work around is to homebrew the magic items you want to add and remove the “requires attunement” setting.

Tier 1 (levels 1-4) = 1 magic item
Tier 2 (levels 5-10) = 3 magic items
Tier 3 (levels 11-16) = 6 magic items

LOL. Yep, I think I will bench the shield of arrow catching because it really isn't adding anything armor class-wise to my toon.
