When multiclassing, both Learning a Spell and Bard's Magical Secrets don't take into account total caster level. In this case I cannot select any 9th or 8th level spells.

That is correct spells known/learned and Magical secrets are both dépendent on Bard level, not character level.
I see. It would be very useful if there could be a manual override to add spells to knowledge if the slot is available.
Since that is not according to RAW (the multiclassing section explicitely states that your known spells are calculated and limited by each of your classes separately), I wouldn't count on it in the near future.
