I have a master tier subscription with PHB and the DMG shared in my campaign and when creating a Warlock, pact of the tome is missing.  Is that from a different source or is it bugged?

1. Is the character a Warlock of level 3 or higher? 
2. Is the character your own, or one being made by a player? 
3. If it is being made by a player, is it being made inside of the campaign you have activated the content sharing toggle on? 

No, it is a first level character,

it is my character i am making for my campaign, however a player brought it to my attention 

I have turned on sharing for PHB and DMG 

Pact boons are granted to Warlocks when they reach 3rd level. I would change the character to be a third level warlock then see if the option is available to select.

The Pact boons (Pact of Tome, Pact of the Chain, Pact of the Blade, etc) are not selectable until Warlock Level 3.

Are you using the 2014 Warlock class or the 2024 Warlock class?

If it's the former, are you saying Pact of the Tome isn't appearing in the Pact Boon drop-down at level 3?

If it's the latter, are you saying Pact of the Tome isn't appearing in any of the Eldritch Invocation drop-downs?
