I noticed that with the combo of Boots of Striding and Springing with the Squat Nimbleness feat on my halfling gives the character a 35 speed. I am pretty sure this is not right as squat nimbleness would give a permanent increase making the effect of the boots not take effect. Correct me if I am wrong please.
Since the boots are supposed to be "your speed is 30 unless you can get higher without them" deal, by intent, I'd agree with you that the speed would be 30. However, having said that, this seems a bit disappointing for the investment of a feat plus an attunement slot, so by rule of fun I'd let them stack and allow the 35 speed. But that's a DM call.
Technically, yes, it's a bug - assuming you don't have other items or features affecting speed. But, oddly, it's one I would personally prefer to keep in place to avoid having to create an override.

I can see that, but this character is in a league style campaign and we have strict rules. I had the feat before getting the item, but the character is an arcane archer with an 8 strength, so the boots will provide some benefit until i have something better for that attunement slot.
I just wanted to let the folks at D&D Beyond know that something wasn't working right. I can custom change it for now.
